I would prefer it all to be decriminalized- because I think if you remove the profit (and the illegality keeps the price up), you eliminate most of the dealers. Both the dealers, as well as those running the huge apparatus of the prison system profit fully from the status quo, so that nothing is likely to ever change on this score. Least of all now with our new found obsession with Terrorism. But this underground economy is a global problem, even if the US prison system has an unusually large number of drug offenders incarcerated compared to many countries.
