The point being made is that the intelligence was not exaggerated by the "intelligence community".

It was however used in bad faith by the administration... which includes lies, exaggerations and distortions.

"When discussing Iraq's WMD, administration officials rarely included the caveats and qualifiers attached to the intelligence community's judgments," said Rep. Jane Harman of California, the top Democrat on the House Intelligence Committee, during a House debate last week. "For many Americans, the administration's certainty gave the impression that there was even stronger intelligence about Iraq's possession of and intention to use WMD."

1. To omit qualifying language is distortion.
2. To state certainties when the qualifiers were known is lying.
3. To give "the impression that there was even stronger intelligence about Iraq's possession of and intention to use WMD." is exaggeration.

The administration is plainly guilty of all 3.

The administration's absolute bungling in not even attempting to make a coordinated effort to assess warnings received on all levels prior to 9/11 makes them also guilty of incompetence.
Their incompetence also shows in Afghanistan today and very likely in Iraq quite soon.

they had specific types and quantities (I don't recall the details; some odd thousands of gallons of chemical weapons of specific types).

Those amounts and types were the CW and BW agents verified to exist by UN weapons inspectors prior to being kicked out in 1998 and never accounted for.....
