Bill, As usual, you know too much. That is you advance these sweeping generalizations as if they were truths. None of what you assert to do you know, without some research to back it up. It's just as likely that DC is a bit like New York, heavily weighed down by an ineffective administrative beauracracy, one that limits the abilities of teachers to teach well and chews up the money that should go into improving classrooms. But who knows, without some more information.
