You are of course, quite correct. No one has proved that Bush ever saw the Niger report. Perhaps VP Cheney thought it unnecessary.

But in a similar vein, no one has shown that Bush knows how to tie his own shoes.

If he didn't know it was bogus, it would be the most glaring example of incompetence in US history.
It was the State of the Union address and cheney knew. cheney asked for the information and it was delivered to him.
The State of the Union address is the most highly vetted piece of Presidential communication to WE THE PEOPLE. That being the case, if cheney knew, shrub knew.
Not only did cheney know but several levels of operations within the administration also knew. It would have never been included in the address unless it was put there in an effort to LIE.
Any unqualified statements in it that might be untrue would be excluded or properly qualified. If such a piece of information was contained in the address it would have been included purposely.
To purposely include reference to the Niger document as representing factual cause to send US citizens to a foreign country to kill & be killed, whether from incompetence or by lying (the obvious case) is more than sufficient cause to remove the current administration from the White House.
None of your excuses work.
