Thugocracy usually involves things like state-backed arbitrary murder, such as has happened in Zimbabwe, together with no democratic or electoral process worthy of the name [Saddam's 100% vote doesn't count]. Thugocracy is a bit like pornography, hard to define but you know it when you see it. Most people wouldn't mistake Zimbabwe or Liberia as examples of civilization for the rest of us to look up to. I think a spot of Colonisation Powell and Condominium Rice would sit well in those places.
