Whitewater was one big piece of BS, so all those stats are BS too. Record number of people investigated? And they were all innocent, so why were they investigated in the first place? Just my point. The partisan Starr commission looked under every rock, in every closet and bedroom anywhere near the White House and found nothing related to Whitewater that was even highly questionable. But they did destroy some lives aloing the way, like the poor McDougals. Mrs. McDougal went to prison for two years rather than signing a false confession Starr's people wrote up for her. Instead of lying, she went to jail. Pretty damn heroic.

As for indictments, CLinton's administration had zero that I'm aware of. Reagan's administration had the record number. Being investigated is nothing. Being indicted and found guilty is what counts. Half of Reagan's cabinet was indicted if you remember. Mainly for corruption.
