We had a similar situation here in the 1970s when Fidel Castro emptied his prisons and mental institutions and sent them all to Miami Beach, Jimmy Carter was our President then, he awarded each Cuban with a green card, a couple hundred bucks and the telephone numbers for all the welfare agencies, some even got free six packs of Billy Bob Beer, the Presidents brothers attempt at free enterprise, this was before Micro Breweries were in vogue.Today a six pak of Billy Bob would be worth several hundred bucks........ Hard to believe this same guy got the Nobel Peace prize for getting two ex-terrorists to shake hands at Camp David. Based on what I know of Toronto I would have guessed one of the dialects of India, not Chinese, was your countrys 3rd language.
