In a just world, California would get back 10-20 billion from the energy thieves. Looks like the energy thieves' only excuse is "Hey, there were no rules and no one was complaining, and everyone else was doing it so why penalize us now? It's the American Way to rape and pillage a loophole in the system". This system is called energy deregulation and it is the Enron Bushie creation. The pro-industry GOP loves deregulation but look at what it's brought us, the phony energy crisis and the S+L debacle. Thanks a lot pro-enterprise conservatives. I guess free enterprise to them means "no rules". And they blame this on Grey Davis. For shame. As if Davis or anyone else understood their labyrinthine schemes until too late.
