Kuwait, Qatar, Israel, UAE, Oman, Bahrain, Jordan, Turkey and Saudi Arabia all officially were part of the Coalition of The Willing. That was the group of countries assembled by the Bush administration to help us liberate Iraq.

A Setback for Cheney
The Bush administration today lost its appeals-court bid to end a lawsuit by private groups seeking access to records of the energy industry's dealings with Vice President Dick Cheney's task force. Thus far, the White House has refused to provide even a list of the documents it wants to keep secret in the face of an inquiry by the Sierra Club, an environmental group, and the conservative group Judicial Watch. Both want information on the companies and executives who participated in preparation of the energy plan, which was adopted by President Bush four months after he took office. The plan advocated the opening of more public lands to oil and gas drilling and proposed a wide range of other steps supported by the industry. The appeals court said Mr. Cheney and administration officials "have not satisfied the heavy burden" required for the appeals court to get involved. A General Accounting Office investigation was also rebuffed by the administration and went to the courts, but the GAO eventually abandoned it.

There was one country listed by the State Dept on the coalition of the willing that was surprised to find it's name on the list and asked to be pulled off...I can't remember which country it was. Do you remember?
