The British government has learned that Saddam Hussein recently sought significant quantities of uranium from Africa...."

Note that much of the above falls into the category of a wife beating question. Saddam had the weapons and didn't document that he destroyed them. Therefore we go to war. But what if he had destroyed them but didn't document that destruction? The inspectors said that at least 99% were destroyed back in 1998.

No N,B, or C WMDs have been found.
conclusion
Either Saddam had them and had them destroyed before anyone could find a single trace of them(considering the shear volume of materials involved this possibility is set at a low probability, around 0.00001) or they are hidden and will be found vindicating Bush II(considering that the country is large and the quantity of material is large this probability is set at a probability that is 1000 times higher, around 0.001) or Bush II is a liar along with Blair, Rumsfeld, Cheney and others(considering that they are politicians and that politicians lie this probability is set to 0,99999).

Well, I suppose this is the oblique reference to Nigeria, although it is based on British intelligence, and does not reflect whatever determination the CIA might have made:
