BE, I think it's due to that they don't have a regular doctor and don't know the protocol in a lot of cases. My wife has people that work for her that go to the emergency room for colds...

many go to hospital because they have to take them insurance or not.. so poor ,, college kids etc without insurance go to the hospital for medical care...
