Yes, tax cuts are a form of spending because the government can no longer expect those revenues, so forecasts haev to change, and spending needs to be cut to balance lower revenues. But Bush's problem is he keeps spending more and more and cutting revenues more and more, and he gives a special big break to the very richest. It's not fair, it's not smart and it wont work.
