He did veto a budget and "turned off the lights" and they reached a compromise in the beginning of his first term. But then he was shot. After that he didn't have the fight he used to. Was it really to impress Jodi Foster that Hinkley shot Reagan?

Not much. There were many anguished editorials at the time, bemoaning the fact that he refused to veto anything.

Oh I'm sorry....I thought a few posts back you were admitting that Congress has the power. Reagan also didn't have line item veto power at the time. Yet another example of revising opinion to fit the Democrats needs.
