First off, those are proposals. You can make all the proposals you want. Allocating money is a different matter. Second, of the fraction that was allocated, it looks like all that money has been handed over to the warlords who are now running the country, eh?

What does Karzai, the ruler of 2 square miles in Kabul, get? Perhaps an armor and 6 US soldiers guarding him 24/7? :-)
