The idea is that if they are healthy and well-fed when they hit kindergarten, they'll be ready to learn. President Bush says that approach is working "O.K.," but this is America, damn it, and "we want better than O.K. in America. We want excellence." So the President supports a Republican bill that would "improve" Head Start by merging it with similar state programs, giving the states more control of the money for it, and making 3- and 4-year-olds stop freeloading and start learning. The president of the National Head Start Association responds flatly: "We think it would absolutely destroy Head Start." The NHSA is also suing the White House over a letter in May warning the 50,000 Head Start teachers they could be held legally liable for criticizing the President's "reforms." (If you dare, you can criticize the President to his face via this web page.) President Bush concedes it would be "absurd" to give 3-year-olds standardized tests. But "standards" are the smoke screen behind which the Republicans launch every education "improvement" -- and "standards" therefore have to be cited as justification for messing with a successful program like Head Start. So, the President suggests: "We can have children assessed by asking simple questions. You know, words go left to right. Are you able to identify certain sounds?" And people used to laugh at Hilary Clinton for having opinions about the minutae of health care policy! Here's the president of advocating the government get into the business of hiring people to stand around with clip boards making certain 3-year-olds know a cow says "moo"!
