It's clear that whatever happened, over time the story became an urban legend.

But "no hard evidence" isn't the same as "no evidence." It means that, while some people, who were in a position to have actually witnessed such events, stuck by a scaled-down incubator baby story, there was no physical evidence to back up their story.

As regards the incubator story, it would be more accurate to say that it was never adequately documented, then to say that is it a known lie

Even if it was a lie, it is a huge leap to say that Bush 41 knew it and promulgated it. The great probability is that the Kuwaiti ambassador was passing on colorful hearsay to help his own cause.
