Bush's one and only economic plan is the tax cuts.

What EXACTLY do you think Bush could have done, besides instigating tax cuts, that might have improved the economy?

The tax cuts are one of the best ways to make things better but a lot of their effect will be in the future not now. The amount of positive effect the president can create for the economy in the short run is often greatly exaggerated.
