1 - Your response isn't relevant to the quoted passage. If you want to change the subject completely why bother quoting.

2 - The courts have not generally held that there is an affirmative right for an artist to have public funds pay for his work. And such a right isn't even vaguely hinted at in the constitution itself

The Right argues over and over that the Right to Bear Arms amendment is justification for all people in the US to carry a gun when the courts over and over again say no.

The Supreme Court has never clearly said any such thing. If they did they would indeed be wrong but they have not.
