India is being ruled by a right-wing-led coalition. If they send troops to Iraq without UN request, the coalition will collapse as both the moderates and the extreme right will withdraw their support to the coalition.

Also, Indian troops are likely to be posted in the sensitive Kurdistan part of Iraq. Considering that India has had a bad record in treating its own Muslim minorities, especially in the last 10-12 years, I doubt if Indian troops would be able to cool things in northern Iraq, even if they are there under the UN flag.
