A soldier attacked by a "civilian" is usually termed "resistance", as in Greece and France during WWII.
"Combat" requires declared military groups opposing one another, such as in the DRC. They have names, commanders, child soldiers, but only pieces of uniforms. It is still "combat" though.

"heroic resistance fighters" in opposition to an "oppressive occupying, jack-booted force" is the position the still-extant Iraqi military hopes to assume. It was calculated in the past that a 10-1 ratio of occupiers to "rebels" was required to terminate a resistance movement. Some, such as Malaya, went on for 10+ years. The Iraqi military is taking the odds.
