You are underestimating the neocon's ability to ignore reality. From now to the election, they will:

1. continue to declare that major hostilities are over, and we won
2. continue to say they are bringing freedom, order, and prosperity to Iraq. After all, they're saying we did that in Afghanistan, and that requires a heroic ability to ignore facts
3. tell the military to pacify Iraq with the current troop levels. When this proves impossible, they'll simply pretend it's happening anyway. They clearly believe that, if enough high administration people say something enough times, it becomes true.
