After 35 years of brutal rule it's a fair assumption that not many of those with talent who are not Baathists have the administrative skills to do the job.

Yes, it's a presumption. That's what any manager would do with incomplete information.

By excluding the Baathists one creates another group with a grievance(valid or not). Healing is what is needed. Remember what happened in South Africa, the minority(former rulers) were left in place since the majority could not fill the jobs. Reconciliation was the order of the day not retribution(even though there were many who wanted retribution).

Incidentally, this is why a meeting between Bush and Mandela would have been a positive sign for the Iraqis as well as guide line for US interventionist policy.
