Nope, I'll quote you from Theory of Money and Credit if you choose not to take my word for it. Von Mises makes it clear that he is speaking only of monetary inflation when he uses the term, and he makes very clear the distinction between monetary inflation and the popular conception of inflation (i.e. rising prices).

If your idea is correct, then why did we have price inflation in 1993? Money supply was shrinking then.
