Of course many countries have the capability. The Ba'athist regime, however, is different, in that it has a quasi- fascist ideology committed to the hegemony of Iraq over the Arab world, and the ascension of the Arab world to world- wide hegemony; it has shown fewer scruples than most countries about the use of brutality, and, specifically, toxins, not only in international conflict, but against its own citizens; and the regime has made various threats about attacking the United States using terrorist agents since around the Gulf War. It is known to have some terrorist ties, although there are disputes about the Al- Qaida linkage. Capability and stated intent to make war upon us sometime equals substantial threat........

On the "anybody" front, I will bring up again a comparison I've used in the past. The Aum cult nerve gas episode in Japan in '95 killed 12 people. The Taegu Korean subway fire this year killed almost 200, and apparently all it required was a gallon of kerosene or something like that. times.hankooki.com cnn.com

It doesn't take much. Pretty much anybody hostile to the US could be labeled a "terrorist threat" to the US with about as much plausibility as Iraq was. Not that plausibility has much to do with it when a war propaganda machine has been mobilized.

Anyone is "capable" of sponsoring a terrorist attack- you or I or anyone could do it, and any country could do it.

Especially if they set up a terrorist training camp full of Islamists from all over the Arab world, complete with a Boeing 707 to practice on, as Saddam did in Salman Pak.
