How did Dean achieve a deficit turnaround without raising taxes then? Cutting services must be but that means education and you say he didn't cut that?

The one area which could be cut severely to correct budget issues are the prisons, at least in CA. Locking up property crime offenders is not the most efficient way to handle these people. In fact you probably turn more of these types of "3 strikes offenders" into hardened criminals with the current system in CA. Anyway are prisons where Dean did his reforms or what was the major thrust?

I'm just reflecting on California, we are in deep sh!t now with the budget, everyone blames Davis (maybe correctly) but after the recall the new governor will also be the recipient of the tech and stock market recovery. I wonder if Dean was "lucky" like the Ca recall winner will be.
