I'm glad jla brought this up. It's interesting looking at the old stories and information released by Dod...there were Scud missiles flying all over the place. I think we know that DoD subsequently confirmed that none were Scuds...Eventually the DoD confirmed that Private Lynch was never shot or stabbed by any Iraqis...it just took them three months to come to that conclusion.

Here's one of the old stories. Though it's not the Scud missiles that are of interest...

guardian.co.uk

The [Kuwait] government said months ago that it was buying gas masks for most of its 2.4 million people, but it changed course after consulting with its allies and instead distributed a few thousand masks to police, oil and aid workers.

The deputy prime minister, Sheik Sabah Al Ahmed Al Sabah, recently said that he was not going to use a gas mask.

The allies apparently told them that they didn't have to worry about bio-chemical weapons very much. While at the same time, the US and Britain were publicly telling the world about all these tons of bio-chemical weapons, mobile labs, chem suits, 45 minutes, pre-authorization to use bio-chem weapons...yada, yada, yada.

There's no way the US could ever guarantee that Patriot would stop 100% of incoming. I don't think they could honestly claim a 50% hit rate with Patriot. Certainly, 2.4 million gas masks would not be a financial drain on Kuwait. Why else would the allies be telling Kuwait not to be concerned about bio-chemical weapons?
