We are halfway there. Half of the adult population in the U.S. has already excluded themselves from the electoral process on a voluntary basis. Most are apathetic because they either cynically, or naively, don't think that their vote really matters. Of course the cynic who summed up the situation decades ago was H.L. Mencken. He said: "There's really no point to voting. If it made any difference, it would probably be illegal."

I haven't become quite that cynical yet, though after 2000, I'm not sure why not. ;)
