The pre-ordained conclusion was established 13 years ago, when it was decided that Saddam was a hazard to his own people and to the world economy by his invasion of Kuwait which would have given him control of around 45% of the worlds oil supplies. .
So you are correct, the argument presented by GWB for demanding his compliance with the UN mandates or resolutions would be forceful and uni-directional and not have included any mental pictures of Saddam fondling babies.
That war could have been stopped in its tracks at any time by Saddam up until March 23 d.
There may have been arguments as to why Saddam should have been left in power, but those have lost their flavor and persuasion after the discovery of the mass gravesites of (up to 1mm) once living beings.
The pressure on the CIA would not have been to generate false information, but to provide info which would cast Saddam in the dimmest light, and neglect to say he was building Palaces so the children of starving Iraqis could have something to remember him by after his regime and his son's future regimes were long forgotten.

What "evidence," Steve? There is only a lot of opinion. You are guessing, IMO.
