That actually wasn't the question, but the question was framed that way to support a decision that had already been made. It's a popular rhetorical device, primitive but effective: pose an either/or question, with one pole unacceptable, and use it to point in the desired direction. There are usually options available other than the two provided, but the device works because most readers look where they're led.

If there were no WMD, and we find there was no threat to the US, or to any other country (aside from possible regional terrorism- which we've been 100% behind at times- depending on the "target"), how was containment failing?
