KLP, the fact is that the White House is in the grip of a few powers behind the throne. They are people like Wolfowitz, Rumsfeld and Cheney. People like Powell has been been marginalized.

It is this troika that rules. And in their wide scope of thuggerry, they would finish off anyone who did not make a case for the war. Powell, the highest ramkiong in the camp that opposed the war got marginalized. Tenet was a relatively smaller fry in front of the troika. So Tenet had to make a case for this war.

Now given this, what does this say about Bush. He is weak. He lets these people walk all over him. Did you know that Rumsfeld ordered the missile strike on Saddam(the second one not the one at the start of the war) withour consulting the President. Then he was told by his advisers to let the President know first. So he withdrew his order, talked to President over teh phone and then ordered the strike within five minutes of withdrawing it. This just shows that we do not have a President in charge.

So the issue with Bush is competency, not that he lied, not that he deliberately mislead but that after all these years on the job ha has learnt nothing.
