Liberia is a fluid combustible situation and the Senate has not been fully briefed on it yet according to John Warner, I think it was, on TV the other day. He was calling for a debate and a vote before sending any troops.

It's a horribly complex and dangerous mishmash of three opposing groups in a 4th world hellhole. it would be unlike Bush to want to deploy into such a place but he may be trying to avoid the kind of cricism Clinton took for not intervening in Rwanda and other massacre sites in the 90's.
He is also being presured by oil-rich Nigeria to intervene and as we all know Bush usually serves big oil interests.

Dont be cynical that Kerry is poll-driven. He's usually way ahead of public opinion with his stances. In fact, much of the time he defines questions to pose the public, like last year when he pushed Bush hard to go the UN route before Bush was planning to. A few weeks later he did and the US public agreed that was the best way. Also, all foreign policy decisions dont have to be partisan, even in an election season. Kerry's concern for our troops is also very real and probably foremost in his mind. Same as McCain and others who haev served in combat and are experts in military and veterans issues.
