Anti-communist Vietnamese. Our partners in the war, now safe and sound in the US. They're like the Cubans in Miami who want to re-invade their homeland. Kerry helped normalize trade relations with the current Vietnamese government, like every other country in the world has. Time to also morlaize relations with Cuba and lift the embargo. If we did, the communist government would fold very quickly. It's actually on embargo which gives Castro his only moral argument against us.
