There needs to be a time when the environment, health, and species, which have been under such a sustained attack for the last 100 years, take more of a back seat until these elements of the world can recover somewhat.

It has some aspects of affirmative action.....at some point you must FORCE change and protect things for the good of society....nothing would have changed with out someone stepping and saying ENOUGH.
