Cheney is no tool. He has as much power as anyone and runs many of his own shows. GW Bush did not have the experience or brains to run the country so he brought in Cheney. if not Cheney, then who?

Cheney is in bed with the neocons. He sees profit where they see ideology. There may be nobody in charge at times as each individual insists on the decision they most desire at the time and leave all else to chance.
