Note: Not increased second-half spending, but optimism on second half spending. Maybe the author of this, moonlights as a State of the Union writer.

And no mention of massive insider selling in tech companies.

Still the first quote is correct. Trying to pick the top in a momentum driven market with the unprecedented liquidity and outright manipulation currently influencing this market, would be foolish.
