Don't forget that Africa is a hotbed of terrorist camps which could include Al Qaeda operatives.

Sudan and Somalia should keep us busy before Liberia.

The US doesn't have to participate in all peace keeping mission. Canada has done more, though I don't remember which ones they did that we didn't.

What are the factors...top five.
Peacekeeping [duh]
Does the country want peacekeeping?
Is there an ongoing or impending humanitarian disaster
What does the US bring that no one else can?
If the US doesn't, is there a vacuum.

A note on the obvious one that appears to be missing.
Is it in the interests of the US? I don't put that one on my list. I can't trade off between humanitarian and US interests without compromising moral clarity. I don't beleive that compromising on moral clarity is in the interests of the US either home or abroad.

One could tie Liberia to Sudan and Somalia....if you're looking for a base of operations on the continent, Liberia is a place on the Continent. But that seems to be contrary to what I've heard...which is, if we go in, it will be a small contigent [relative to Iraq] and it will be of short duration, ...a few months. That doesn't mesh with a base of operations.
