That was stated by the chair (Thom Keane) of the 911 commission that played yesterday on CSPAN, that these were "representatives from the intelligence agencies" in one case, and "from the CIA" in another, and they were supposedly opposed to that.

Here's Keane's background as director of oil venture Delta-Hess, which "was established in 1998 for the development and exploration of oil fields in the Caspian region...In Azerbaijan Delta Hess is involved in the Azeri-Chirag-Gunashli PSA (2.72%) and the Garabaghli-Kursangi PSA (20%). It is also an equity holder in the Baku-Tbilisi-Ceyhan (BTC) oil pipeline"

Among other things, that means the 911 commission is headed by a current business partner of Osama bin Laden's brother-in-law.
