It is merely a matter of rearranging their accounting. I am sure that if one were to match up borrowed dollars with things like office construction, additions to the federal auto fleet, the interstate highway system, and other such big ticket items, one could work it out to show that most of the borrowing corresponded to capital improvement........

By the way, remember, anything which helps to make the conduct of business cheaper, such as the internet (particularly e- mail) or the interstate highway system (by reducing required miles/per ton for overland shipping), improves GDP, even if it is difficult to estimate the effect. Similarly, anything that safeguards or reduces loss due to crime, illness, or disaster increases GDP, and when a drop in the crime rate led to greater New York tourism, or when flu shots improve attendance at work, or when airport screening makes it possible for people to be confident enough to book flights. Of course, all presuppose reasonable costs, and some way of estimating costs to benefits, but it is worth noting that much of what governments do "pays off"..........
