I completely understand that the swindlers couldn't get away with immediately de-regulating the retail end of the market. This was the only sane thing about AB 1890. Steve Peace at least seemed to realize that price gouging was the ultimate object of the swindle. But you surely aren't trying to suggest that the wild ride in the wholesale market wasn't due to the relaxation of regulation, now are you?
