War is when governments do that kind of thing So, what's going on in Liberia is by definition not a war, since non-governmental rebels are doing the fighting? it's just one big crime? Hey Carl, don't you talk a lot about "guerilla war" and predict that the US must always lose a "guerilla war"? But now you say that guerillas can't make war, by definition!
