Clinton had no reason to step down. It was a personal private matter which was not a crime and hurt no one. The impeachment itself was his punishment. The shame. Plus, he apologized. And had 60% approval ratings even while this was going on.

Watergate was a burglary of the McGovern campaign HQ, a criminal B+E episode subverting democracy, plus when the Watergate tapes were released it was discovered Nixon was a lying, swearing creep in real life. He also had CREEP slush funds and waged a huge cover up full of lies.

Clinton lied once about a personal matter most men would lie about. Otherwise, he had an amazingly successful record. His one flaw was no grounds for quitting. That would have given the witch-hunters in his bedroom a victory. real leaders dont quit. Finally, everyone knew he slept around anyway, so what was the big surprise?
