If you want to look at it that way, we have our own "Council of Guardians" in the U.S.: the Supreme Court. Who, by a 5-4 vote on party lines, made everyone else's vote "an excercise in futility".

And the whole reason the U.S. doesn't have a direct popular vote for President, is because our Founding Fathers didn't quite believe their own ideals, about the "consent of the governed". And because nobody has seen fit to fix that mistake, for 200+ years.
