You may be right. But then again, I believe that, in the early 90's the IAEA was run by Has Blix. in 1993, Blix said: "the Iraqis never touched the nuclear highly enriched uranium which was under our safeguards." Of course, that was before Saddam's son in-laws defected to Jordan - and revealed that Iraq never really ended their nuclear weapons program.

Your quote "Based on all credible information to date, the IAEA has found no indication of Iraq having achieved its program goal of producing nuclear weapons or of Iraq having retained a physical capability for the production of weapon-useable nuclear material or having clandestinely obtained such material" sounds pretty hollow, when a gas centrifuge is found hidden, buried in a nuclear weapons scientist's garden.
