It is a Republican phrase. When Clinton was President, the Republicans were clamoring for a balanced budget amendment so they liked to talk about $200 Billion deficits as far as the eye could see. Now, we wish we had only $200 Billion deficits. No amount of spending cuts will tame this deficit. It is a long term structural deficit.
