You don't need to be exactly precisely factually in error to lie. I can state something that's factually correct, but make an intentional OMMISSION of a key fact (such as Bush did in the SOTU speech), and present something patently FALSE as being factual. That makes it a LIE.

Here's the dictionary definition of a lie:

v. lied, ly·ing, (lng) lies
v. intr.
To present false information with the intention of deceiving.
To convey a false image or impression: Appearances often lie.
