It was not an historically high rate. I believe it peeked before reaching 8%, and fell back at the end of the recession to less than 7%, with gradual subsequent decline. Since structural unemployment is usually counted a 4 to 5%, it was pretty modest. I may try to dig up the actual figures later.....
