We don't have decades or even years to start making progress towards democracy but looking at the situation after just a few months doesn't tell us whether democracy will be achieved.

We are not banning elections we are stabilizing the country so that elections can take place. The US isn't adding Iraq to an American empire, rather it is planning to turn the country over to an Iraq government once the conditions for doing so can be created.
