Yes, he did. He didn't solve the problem. Neither has Bush, or for that matter any U.S. President since Truman.

Clinton's mistakes were:
1. he didn't write broad enough inspection rules, to verify (without any trusting) NK non-proliferation.
2. we didn't keep our end of the bargain. Of the numerous things we explicitly promised in the 1994 Agreement, the only item we fulfilled was the fuel oil shipments. Everything else was delayed endlessly, or never funded, or ignored completely.

Ish, France has nukes. Why shouldn't North Korea? So do Pakistan, India, China, Britain, Russia, Israel. If I was China, I'd make sure North Korea has nukes, to act as a counterbalance against possible action over Taiwan, Tibet, or other American adventurism against China. Just a few. But I'd wonder whether they might not be used against Beijing or Shanghai, so I'd be a bit nervous about arming them with serious weaponry.

The USA does a lot of sabre rattling against China. It's not surprising that they'd defend themselves. Similarly for North Korea. King George II has got it in for North Korea. They'd better watch out.

With USS Ronald Raygun now on the prowl, it would be wise to have a big bang with which to threaten it so it doesn't get too close or fire stuff at North Korea.

It's obvious that the UN needs to be revamped to cope with all the modern mayhem. The USA is going to run out of money the way things are going. I pay a lot of taxes there and it gets tiring - especially since the rewards aren't much these days. I don't owe the USA a living.
