Not quite. Material information MUST be released in a timely fashion. That's why LU is bound by law to inform shareholders and the public of any changes in earlier expectations, no matter how close to the date the financial statement is to be released. And there is no fixed date mandating when QCOM should release its earnings (except that the report to the SEC must be filed within 45 days of the close of business of the reporting period).

The issue (all law and order types here please note) remains ENFORCING THE LAWS. As long as they are enforced only sporadically, or not at all, depending on who the perpetrator is, this kind of thing will go on and on. Eventually no prudent investor will trust the markets and will put his money elsewhere. Talk about shooting oneself in the foot.
