Consequently they do these things because they know there is a very high probability they can get away with it. And getting away with it can mean millions of dollars.

And conversely, a Goldman Sachs or a Morgan Stanley getting caught front running their own analysts could cause damage to their reputations worth hundreds of millions if not billions of dollars. The idea that it is commonplace is ludicrous and paranoid (especially since in the past 30 years to my knowledge it has never been exposed).
